Shay Rangel, Managing Principal

Shay Rangel is Founder and Managing Principal of Omni Global Strategies, LLC (OMNI). OMNI is a Washington D.C. based firm, which provides professional support services and business solutions to government agencies and private sectors.

As Managing Principal, Ms. Rangel manages the development and implementation of OMNI’s business development, strategic planning, business administration, management, and marketing sectors. Capitalizing on her near three decades of federal and corporate experience, Ms. Rangel, a retired United States Air Force veteran, and her team, have increased OMNI’s visibility and viability by creating a niche within the industry, to help small, veteran and minority owned businesses, who experience marginalization, achieve success by navigating the federal contract market place.

Throughout her career, Ms. Rangel has also managed and served a myriad of diverse corporate, federal, and non-profit organizations, including the United States Air Force, Washington Headquarter Services, Department of State, Target Corporation, and Hilton Hotels Corporation. Prior to retirement, Ms. Rangel served as Director of Special Support Services at the Department of State, where she supported the Office of Administration. Ms. Rangel emerged from this role with invaluable international experience in program and project management; managing contract portfolios exceeding $5 billion. A champion of diversity and inclusiveness, Ms. Rangel has both partnered with organizations to strategize with leadership on ways to better engage and manage diverse workgroups, and facilitated training to implement and foster inclusiveness in the workplace.

Ms. Rangel’s ultimate passion is service. Since 2016, she has served as a community advocate and Chairperson of District of Columbia Mayor’s Office Advisory Board on Veteran Affairs. Her mission is to bring awareness to underserved individuals and communities who lack vital resources. Ms. Rangel holds a Bachelor of Science in Business Administration/Management and Master of Business Administration. She is also a holder of multiple industry certifications to include Project Management, Contracting, Learning and Development, and Program Management.

Monica Smith, Director of Strategy

Dr. Monica P. Smith joined OMNI in March 2017 as a Senior Consultant. In this role, Monica applies her proven expertise in developing and implementing results-oriented strategic plans on behalf of OMNI’s clients. She is a visionary leader accomplished in both developing and executing measurable organizational change processes. Monica provides confidential executive coaching and management consultation to improve individual and organizational performance, solve problems and stimulate innovation.

Prior to joining OMNI, Monica served for nearly a decade as Director of the Office of Community Engagement and Service at Miami University, Ohio, tactically guided the institutionalization of the university’s civic engagement work, developing its reputation and garnering national recognition. Dr. Smith holds a Doctorate in Higher Education Management and Bachelor’s degree in Psychology and a Master’s degree in Applied Behavioral Science (Industrial & Organizational Social Psychology).

Frances Nelson, Consultant

Frances Nelson has 15 years of corporate training experience. Her passion is providing solutions for her clients by helping them strengthen their team through effective and efficient communication. She also enjoys consulting with non-profit organizations. Prior to becoming a consultant for OMNI, Ms. Nelson was responsible for onboarding, leadership development, as well as guiding change. Ms. Nelson consulted with numerous hospitals and non and for profit agencies through out the Philadelphia region. Frances holds a Bachelor’s degree in Liberal Studies with a concentration in Education and a Master’s Degree in Organizational Development and Leadership.
