Shay Rangel, Managing Principal

Shay Rangel serves as the Managing Principal of Omni Global Strategies, LLC. She has over 25 years of federal and corporate experience with the United States Air Force, Washington Headquarter Services, Department of State, Target Corporation, and Hilton Hotels Corporation. Ms. Rangel retired from the Department of State as Director supporting the Office of Administration where she gained invaluable international experience in program and project management and managing contract portfolios over $5B. She has managed and served admirably as a vital leader in many diverse organizations while working closely with corporate, federal, and non-profits partners to achieve organizational success.

Ms. Rangel’s great passion is providing practical solutions to real world problems, which is the reason she founded OMNI. She enjoys partnering and engaging businesses to provide tailored solutions to meet the needs of government, nonprofit, and corporate clients. As a result, leaders and businesses are provided various resources and inspired to succeed. Ms. Rangel holds a Bachelor of Science in Business Management and Master of Business Administration. She holds a Federal Acquisition Certification, Level III in Contracting (FAC-C) and Contracting Officer’s Representative (FAC-COR); Project Management Professional (PMP) certification; and TOP SECRET clearance.

Ana Rangel, Principal

Ana Rangel is a Principal for OMNI – she is a focused, performance management professional with a strong record for customer service. Her experience includes developing strategic planning activities, overseeing nationwide acquisition operations, procurement management, and oversight of large complex programs and acquisition personnel. Ms. Rangel comes from the U.S. Department of State where she served as a Level III warranted Contracting Officer in the Office of Acquisition Management supporting the Worldwide Division Functional Support Branch in planning, organizing, coordinating and evaluating contract actions within a portfolio valued at $1.5 billion. Ms. Rangel holds a Bachelor of Science in Economics, cum laude and is Spanish-bilingual. She holds a Federal Acquisition Certification, Level III in Contracting and SECRET clearance.

Monica Smith, Director of Strategy

Dr. Monica P. Smith joined OMNI in March 2017 as a Senior Consultant. In this role, Monica applies her proven expertise in developing and implementing results-oriented strategic plans on behalf of OMNI’s clients. She is a visionary leader accomplished in both developing and executing measurable organizational change processes. Monica provides confidential executive coaching and management consultation to improve individual and organizational performance, solve problems and stimulate innovation.

Prior to joining OMNI, Monica served for nearly a decade as Director of the Office of Community Engagement and Service at Miami University, Ohio, tactically guided the institutionalization of the university’s civic engagement work, developing its reputation and garnering national recognition. Dr. Smith holds a Doctorate in Higher Education Management and Bachelor’s degree in Psychology and a Master’s degree in Applied Behavioral Science (Industrial & Organizational Social Psychology).

Edward Wiggins, Consultant

Dr. Edward Wiggins, III has over 29 years of leadership and technical experience from the Department of Defense and U.S. Federal Government. Prior to joining OMNI as a consultant, Dr. Wiggins cultivated the knowledge and experience gained from the military by continuing an entrepreneurial path in business. He has worked on programs that served the financial, medical, logistics, and intelligence communities. He has experience from working the entire lifecycle process supporting the Program Management Office and Acquisition Policy.

He holds a Doctorate of Business Administration with a concentration in Management, Master of Business Administration with emphasis in Acquisition and Procurement, and a Bachelor of Science in Management/Computer Information Systems.

Frances Nelson, Consultant

Frances Nelson has 15 years of corporate training experience. Her passion is providing solutions for her clients by helping them strengthen their team through effective and efficient communication. She also enjoys consulting with non-profit organizations. Prior to becoming a consultant for OMNI, Ms. Nelson was responsible for onboarding, leadership development, as well as guiding change. Ms. Nelson consulted with numerous hospitals and non and for profit agencies through out the Philadelphia region. Frances holds a Bachelor’s degree in Liberal Studies with a concentration in Education and a Master’s Degree in Organizational Development and Leadership.
